Introduction
An occupational health and safety officer are a qualified and competent person in an organization, who is responsible for monitoring and controlling workplace risks and hazards. The Health and Safety Officer is responsible for tasks such as: Developing, implementing, and improving the HSE Plan, programs and procedures in the workplace for the company. Ensuring compliance with relevant health and safety legislation. Conducting safety inspections and risk assessments. An occupational health and safety officer advise managers and workers in an effort to mitigate hazards by removing, substituting, replacing or preventing. This reduces health, safety, and environmental risks arising from a process or substance.
Job description

Key Performance IndIcators:
 
·       Ensuring the organization’s activities comply with local health and safety regulations and the best practices in the industry
·       Working in close relation with site management and set safety standards in workplaces
·       Carrying out risk assessments and identifying hazards
·       Carrying out safety inspections and internal audits and reporting to site management the  corrective actions
·       Ensuring preventive measures, hazard control and personal protective equipment are implemented and used
·       Assisting to enforce health and safety policies
·       Maintaining the occupational health and safety system, policies, procedures, manuals and arrange for awareness and training.
·       Assisting Site Management to improve all safety aspects of the workplace
·       Recordkeeping of all safety related events
·       Investigating and reporting all accidents and near misses
·       Implementation of MAP system (Major Accident Prevention)

Key Responsibilities:
 
·       Assist with risk identification, evaluation and development of safe work procedures
·       Conduct or have conducted a hazard analysis and the necessary corrective action
·       Ensure all accidents/incidents are properly recorded, reported and investigated
·       Ensure safety meeting are held regularly and the results recorded
·       Ensure Health and Safety Representatives conduct monthly inspections and submit the required reports
·       Ensure contractors comply with the health and safety specifications
·       Issue non-conformances and keep record of the same where required
·       Assist with the establishment of the Fall Protection Plan
·       Where it is not possible to remove any remaining hazard/s you are to inform employees thereof and what precautionary action is to be taken
·       Ensure appropriate restoration of areas affected by construction
·       Detail mitigating measures required to be taken, and the procedures for their implementation to the SHEQ Manager
·       Establish the reporting system to be undertaken during construction and ensure effective reporting to management on the deviations identified and required action to be taken.
·       Ensure EMPr compliance
·       Ensure monthly Safety, Health and Environmental reports are submitted to the SHEQ Manager.
·       Ensure the implementation of the Company System Procedures for Health and Safety
·       Ensure statistics are maintained on site regarding accidents, injuries, man-hours, lost time and risk assessments
·       Ensure training and awareness needs are identified and implemented
·       Conduct/assist with Induction training
·       Ensure that all inspection registers are kept up to date & conduct weekly inspections
·       Assist with the assessments and approval of contractors’ health and safety compliance
·       Attend site hand over
·       Attend regular site, technical and progress meetings
·       Facilitate site health and safety meetings
·       Participate in the identification of the hazards and risks relevant to the project through regular coordinated site inspections
·       Establish and maintain health and safety communication structures and systems, distribution of health and safety specific documents to contractors and employees
·       Compile project specific emergency response and preparedness plans
·       Testing the effectiveness of the emergency response plans
·       Conduct site safety inductions
·       Monitor, measure and report on health and safety system performance by performing monthly health and safety audits
·       Evaluate the levels of compliance of contractors to the project specific health and safety plan and client specifications
·       Oversee the reporting and investigation of project related incidents
·       Manage reporting of non-compliance issues and take appropriate corrective and preventative action
·       Oversee the maintenance of all records
·       Co-ordinate the system for conducting internal audits
·       Participation in management reviews of the health and safety systems
·       Incorporation of changes into the health and safety system
·       Review and update the health and safety plan
·       Compile Baseline Risk Assessment for the project
·       Liaise and conduct Environmental Audits with the Client to ensure compliance with the EMPr
·       At the close out of the project:
·       Review, discuss and approve the health and safety file with the contractor and manage site health and safety during the defect’s liability period
·       Prepare the consolidated project health and safety file for the client
·       Ensure that all employees are informed regarding the scope of their authority as contemplated in Section 37.1.b of the Act;
·       Provide all employees and contractors with access to the Occupational Health and Safety Act as well as the organisation’s SHEQ program documentation and information as is
·       Compile and conduct Toolbox Talks
·       Medicals (New employees, scheduled medicals)
·       Competency information (Drivers, First Aiders, Fire Fighters, HSE representatives etc).



Minimum requirements

QUALIFICATIONS:

·       Diploma or similar qualification in the Management of Health and Safety
·       Registered with a statutory body approved by the Chief Inspector (SACPCMP)
·       First Aid level 2/3
·       Basic Fire Fighting
·       Working at Heights (229995 and 22998)
·       Fall Protection Plan Developer
·       Evacuation Marshal
·       Root Cause Analysis Training (incl. Incident Investigation)
·       OHS Act
·       Construction Regulations

REQUIREMENTS:

·       Minimum of 3 years relevant experience as a Health and Safety Officer in The Renewable Energy and Construction Industry
·       Good Administrative skills
·       Knowledge and experience in ISO 9001:2015; ISO 45001; ISO 14001
·       Computer literate
·       Valid Driver’s License
·       Must be able to work independently as well as within a team
·       Validation of Registration Status with SACPCMP
