Introduction
The HSE Officer will be responsible for developing and implementing health & safety procedures. Successful candidate will also be responsible for monitoring ,controlling workplace risks and hazard's. Ensuring compliance of health & safety legislation, conducting safety risk assessments, inspections and mitigating hazards.
Job description
Key Performance Indicators:
- Ensuring the company’s activities comply with local Health and Safety regulations and the best practices in the industry.
- Working in close relation with Site Management to set safety standards
- Carrying out risk assessments and identifying hazards
- Carrying out Safety Inspections and reporting to site management the corrective actions
- Ensuring preventive measures, hazard control and personal protective equipment are implemented, used, issued and procured
- Assisting to enforce Health and Safety Policies
- Maintaining the Occupational Health and Safety System, policies, procedures, manuals and arrange for awareness and training
- Assisting Site Management to improve all safety aspects of the project
- Recordkeeping of all safety related events
- Investigating and reporting of accidents and near misses
- Submitting of Monthly Statistics and supporting documentation
Key Responsibilities:
- Assist with risk identification, evaluation and development of safe work procedures
- Conduct or have conducted a hazard analysis and take the necessary corrective action
- Ensure all accidents/incidents are properly recorded, reported and investigated
- Ensure Health and Safety Representatives conduct monthly inspections and submit the required reports
- Where it is not possible to remove any remaining hazard/s you are to inform employees thereof and what precautionary action is to be taken
- Assist with ensuring the appropriate restoration of areas affected by construction
- Detail mitigating measures required to be taken, and the procedures for their implementation to the Site Manager
- Maintain the reporting system to be undertaken during construction and ensure effective reporting to the SHEQ Manager on the deviations identified and required action to be taken
- Ensure EMPr compliance
- Ensure weekly and monthly Safety, Health and Environmental reports are submitted to the SHEQ Manager within the specified time frame
- Ensure the implementation of the Company’s System Procedures for Safety, Health and Environmental
- Ensure statistics are maintained and accurately recorded regarding accidents, injuries, man-hours, lost time, etc.
- Ensure training and awareness needs are identified and implemented
- Ensure that all inspection registers are kept up to date and conduct daily inspections on all activities
- Participate in the identification of the hazards and risks relevant to the project through regular coordinated site inspections
- Establish and maintain health and safety communication structures and systems and the distribution of health and safety specific documents to sub-contractors and employees
- Conduct site company inductions
- Oversee the reporting and investigation of project related incidents
- Manage reporting of non-compliance issues and take appropriate corrective and preventative action
- Assist with the electronic maintaining of all documents
- Review and update the Health and Safety Plan
- Compile and conduct toolbox talks
- Arrange all required medicals for the lifespan of the Project
- Maintain competency and legal information
Minimum requirements
Qualifications:
- SAMTRAC or National Diploma in Health and Safety Management
- Incident Investigation
- Working at Heights
- Basic Rescue
- Fall Protection Planning
- Hazchem Handling
- Emergency Co-ordinator
- First Aid Level 2
Skills & Experience:
- 5 Years relevant experience
- Site operations and management exposure
- Construction environment
- High job demand in tight turnaround time requirement
