Introduction
The EPC Construction Manager (“EPC CM”) is responsible for overseeing all on-site activities relating to the construction of Utility-scale Solar PV Projects throughout the construction phase, from Notice to Proceed (“NTP”) to Commercial Operation Date (“COD”) and Power Plant Hand-Over. The EPC CM is the on-site representative of the EPC Contractor (“Contractor”) and is the main point of contact for all subcontractors, consultants and third parties performing activities on the project site (“Site”). The EPC CM will liaise with all representatives of the Client (“Employer”) based on Site. The Employer’s Representatives include, but is not limited to, the Employer’s Construction Manager, the Employer’s Engineer, the Owners’ Engineer (“OE”), the Lenders Technical Advisor (“LTA”), the Employer’s Health & Safety Agent, the Environmental Control Officer (ECO”), when applicable, or any other third parties and / or consultants based on Site, appointed by the Employer. The EPC CM’s primary role is to oversee the execution of the construction activities on Site. However, the EPC CM will also be responsible for overseeing all other non-construction related Site activities within the perimeter of the Site. These include, but are not limited to, Site Security & Access Control, activities relating to Health & Safety, Site Facilities and Infrastructure, Site Resources and Consumables (Fuel, Potable Water, etc.) or any other activities performed on Site to ensure the successful completion of the Solar PV Plant. The EPC CM must ensure all subcontractors and other service providers fulfil their contractual obligations specifically in terms of safety, quality, schedule and budget, in terms of their respective Scope of Works, Subcontractor Agreements and Service Level Agreements (SLAs), when and if applicable, as related to the Site activities. All construction managers appointed by the respective subcontractors and all other representatives appointed by other service providers to manage their personnel on Site will report to the EPC CM. As the Contractor’s legally appointed Construction Manager in terms of Section 8.1 of the Construction Regulations of the Occupational Health and Safety Act (“OHS Act”), the EPC CM must ensure full compliance pursuant to the OHS Act by all on Site, including the Employer’s representatives based on Site, or any other visitors visiting the Site. The EPC CM reports to and works closely with the EPC Project Manager (“EPC PM”), to ensure the Contractor fulfils all its contractual obligations in terms of the EPC Contract, by executing the Project on time, to the desired quality in a safe and environmentally responsible manner.
Job description

Key Permformance Indicators:
  • Health & Safety Management – Zero Fatalities and Zero Lost Time Injuries (LTIs). Monthly Attendance of Health & Safety Site Meetings. Full compliance to the OHS Act.
  • Waste & Environmental Management – Full implementation of Waste Management Plan. Full compliance to the National Environmental Management Act (“NEMA”) and NEM: Waste Act. Full compliance to the Environmental Management Programme (“EMPr”) as included in the Environmental Authorisation (“EA”). Implement and maintain high Housekeeping Standards and ensure the Site remains clean and tidy at all times.
  • Site Management & Subcontractor Management – Identify construction risks and possible bottlenecks and proactively align efforts of the various disciplines and respective subcontractor Scope of Works to ensure efficiencies and a high productivity rate.
  • Quality Control & Inspection – Implement the Quality Control Plan. Ensure inspections of the Works when required and holding points signed-off. Ensure Inspection Sheets and Test Reports are up to date and stored in the Project Data Room as per the Document Control Procedure. Encourage the First Time Right (“FTR”) principal to avoid costly and time-consuming reworks.
  • Monitoring & Reporting – Daily monitoring of all Site activities and timeous submission of Key Project Progress Indicators and other reports, as required by and agreed with the EPC PM.
  • Time & Cost Management – Ensure Construction activities are completed on time as per the Project Programme (Schedule) and within budget, or as per pre-approved (by the EPC PM), variations when applicable.
  • Construction Drawings, Designs & Document Control – Ensure strict adherence to the Document Control procedure by all EPC personnel and subcontractors on Site.
  • Stakeholder Engagement & Customer Satisfaction – Build professional relationships with subcontractors, organised labour and the Employer’s representatives working on Site.
Key Responsibilities:
  • Take full ownership of the Solar PV Project Construction Site from NTP to COD and Power Plant Hand-Over.
  • Serve as the Contractor’s primary on-site representative.
  • Take full responsibility of Health & Safety on Site as the Construction Manager legally appointed in terms of Section 8.1 of the Construction Regulations of the Occupational Health and Safety Act (“OHS Act”).
  • Ensure the Contractor fulfil its’ contractual obligation in terms of the lump sum fixed price EPC Contract with respect to all Site activities.
  • Closely collaborate with the EPC team on Site to ensure project success.
  • Keep a Construction Site Daily Dairy and conduct daily Site Meetings with the EPC team and subcontractor representatives and / or construction managers to coordinate the various Site activities of the respective subcontractors. 
  • Continuously monitor the construction activities and progress, and provide daily reports and updates to the EPC PM on the construction progress, including quality and safety metrics, in the required format.
  • Provide regular updates specific to the construction activities to management and external partners (only when contractually required to do so).
  • Interface with the Utility and project Off-Takers on Site and only with respect to on-Site activities.
  • Ensure the Construction Site Safety File is up to date and immediately address any shortcoming or outstanding information and / or liaise with the EPC PM to resolve issues.
  • Coordinate the project Commissioning, Performance Testing and Closeout activities, with support from the Contractor’s appointed Commissioning Engineer and support staff.
  • Coordinate the training of the Employer’s Operations and Maintenance (“O&M”) team during Hot Commission until COD with support from the Contractor’s O&M internal personnel and / or external consultants.
  • Monitor the Contractor and respective subcontractors’ compliance with their respective contracts and / or SLAs, specifically in terms of Quality, Safety, Schedule and Budget and related to on Site activities.
  • Conduct daily site audits, specifically but not limited to, construction activities on the Critical Path, in coordination with Quality Control Lead, Health & Safety Lead and EPC PM and identify possible risks and / or bottlenecks to be addressed and resolved.

Minimum requirements

Qualifications:
  • BTech in Electrical or Mechanical Engineering
  • SACPCMP Certification advantageous
  • Construction Regulations Certificate
  • OHS Act Certificate
  • Legal Liability Certificate
  • HIRA Certificate
  • Planned task observations Certificate
Skills & Experience 
  • Have previously performed the above duties and responsibilities for Utility-Scale Solar PV Projects.
  • Have previous experience in lump sum fixed price EPC Contracts for the Solar PV Projects.
  • Preference: Experience on projects over 100MWp.
  • Substation and transmission line construction and commissioning experience.
  • Physically fit to work at the Construction Site full-time during the construction phase of the Project.
  • Expertise in EPC Construction Processes and Procedures.
  • Ability to work with Microsoft Office Software.
